Since July 2026, Garance Tulard has joined the Green Marine Europe team as Program Coordinator. She will play a key role in supporting the rollout of the environmental certification program across European ports.
Working alongside Cherif Belgaroui, Program Manager, Garance contributes to the implementation and development of the Green Marine Europe certification program, with a particular focus on supporting ports. She is also involved in the European research and innovation projects in which the organisation participates, as well as in partnership development and the continuous evolution of the certification frameworks.
Her arrival coincides with the expansion of the program to port activities and the development of new tools designed to support the continuous improvement of ports' environmental performance.
A graduate of Sciences Po Rennes, Garance holds a Master's degree in Public and Maritime Affairs, following an initial specialisation in International Relations. Her academic background enabled her to develop expertise in ocean, climate and biodiversity governance, the law of the sea, port and coastal policies, and the decarbonisation of maritime transport.
Before joining Green Marine Europe, she worked as both a consultant and project officer for public and private organisations. Her experience includes projects on the prevention of marine plastic pollution, sustainable maritime tourism, the resilience of port cities, and the coordination of European projects involving public authorities, industry, research organisations and civil society.
Her experience at the intersection of public policy, environmental issues and maritime activities will contribute to the continued development of Green Marine Europe and to supporting ports participating in the program.
