Level 1

Monitoring of regulations

Level 2

2.1 The participant has a written “Ship Recycling” Policy (or Procedure within a management plan that has been approved by senior management} detailing how their written/documented commitment will assure that all ships at the end of their economic lives will be recycled in a sustainable, safe, responsible, and environmentally sound manner.

The Policy should specify that participant's vessels will not change flag at end-of-life to circumvent the EU Ship Recycling Regulation (SRR) and/or Hong Kong Convention.

This Policy or Procedure must be applicable to all of the participants' vessels at the end of their economic life that are not sold for onward trading and are thus sent for recycling.

Note: At level 2, the policy /procedure does not need to be made public.

2.2 Promote the use of less hazardous or non-hazardous materials for newbuilds and for existing ships during repairs and refits.

Note: This promotion can be included in any relevant/applicable fleet documentation

 

2.3 All vessels: Adopt a formal plan to develop an IHM Part 1 that meets the requirements set out in the EU SRR IHM for:
-All vessels which have non-EU flag and are not calling EU ports,
-vessels <500 GT, whichever is the flag*.
Note: For vessels that already have Hong Kong Convention (HKC) IHM, additional requirement of EU SRR could be managed with an IHM part 1 addenda.

 

Ship owners who sold a vessel for recycling during the reporting year only:

 

2.4 All vessels: If towing a vessel to a recycling facility, review tow plan and towing company before making final selection.

Level 3

3.1 Develop a hazardous material removal plan that promotes the substitution of hazardous materials during the maintenance of ships (during layup, repair, dry dock, or as other opportunities present themselves) by less hazardous, or preferably, non-hazardous materials.

Note: A risk-based approach can be considered to ensure that substituting hazardous materials does not pose a higher risk than leaving them as it is.

 

3.2 ln accordance with the IHM formal plan created at level in criterion 2.3, develop an IHM Part 1 for at least 30% of the Participant's fleet.
A Recognized Organization (RO) should provide a Statement of Compliance to EU SRR IHM for each vessel and renew it every five years. This criterion is applicable for:

 -All vessels that have non-EU flag and are not calling EU ports,

 -vessels <500 GT, whichever is the flag.

 Note:

 -The list of vessels listed above must be provided to the Verifier.

 -Additional class notations, with EU SRR minimum requirement, such as Green Passport EU (from BV), Recyclable (from DNV) might be used as objective evidence.

 -For vessels that already have HKC IHM, additional requirement of EU SRR could be managed with an IHM part I addenda.

 

3.3 Demonstrate the participant’s commitment to recycling vessels only at facilities approved under the EU Ship Recycling Regulation or the EU Waste Shipment Regulation, which implement appropriate controls to mitigate hazardous discharges to the surrounding environment and avoid beaching practices. 

Note: Vessels <500 GT are not obliged to be recycled in EU Ship Recycling Facilities. Recycling should be carried out at least in EU Shipyards that own appropriate authorization from National Authorities for such activities.

 

3.4 Either make the Ship Recycling Policy publicly available; or provide the written/documented commitment demonstrating participants' ship recycling management practices and accountability.

 

3.5 For any new builds or acquisition: develop an IHM Part 1 that meets the requirements set out in the EU SRR, and is certified as such by a flag or RO.

 

Ship owners who sold a non-EU-flagged vessel for recycling during the reporting year only:

 

3.6 When seeking to recycle a vessel, the participant will only tender to (or via broker warranting to use and prohibit the use of Cash Buyers – except if recycling facilities has already been selected) Ship Recycling Facilities that are currently (and expected to be for the duration of the dismantling} referenced in the EU list of Recycling Facilities.

Note:

  • For vessels under 500 GT, the selected facility must be capable and committed to provide a Certificate of Completion of Recycling.
  • Use of cash buyers: Only if the recycling yard cannot finance the purchase of the vessel on their own, the use of an intermediary (between the seller and the contracted recycler) is permitted, provided that all other GME criteria are fully respected.

 

3.7 Require the ship recycling facility, through a contractual clause, to provide regular recycling progress reports, from the time of vessel arrival to the time of receiving a Certificate of Completion of Recycling.

Level 4

4.1 ln accordance with the IHM formal plan created at level in criterion 2.3, develop an IHM Part 1 for at least 60% of the Participant's fleet. A RO should provide a Statement of Compliance to EU SRR IHM for each vessel and renew it every five years. This criterion is applicable for:

-All vessels that have non-EU flag and are not calling EU ports,

-vessels <500 GT, whichever is the flag.

Note:

-The list of vessels listed above must be provided to the Verifier.

-Additional class notations, with EU SRR minimum requirement, such as Green Passport EU (from BV), Recyclable (from DNV) might be used as objective evidence.

-For vessels that already have HKC IHM, additional requirement of EU SRR could be managed with an IHM part I addenda.

 

4.2 lmplement the hazardous material removal plan adopted at level 3.

Fulfill one of the following criteria:

4.3 For existing vessels: Have/develop a policy to extend the lifetime of in-service vessels or their main equipment. Implement as far as possible  the 9R of the Circular Economy (recycle, reuse, etc.).

Note: This 9Rs for Refuse, Rethink, Reduce, Reuse, Repair, Refurbish, Remanufacture, Repurpose, Recycle and Recover.
OR

4.4 Actively participate in Research and Development (R&D) on projects that aim to promote and develop Ship Circularity and optimize material recovery such as Ship Material Passports, Circulars Ship Recycling Hubs, Material banks, EcoCab, etc.

Note: Active participation in R&D is defined as the provision of support by the participant, whether through financial means, human resources, equipment, and/or experimental shipboard trials; in partnership with an academic institution, technology developer, innovation accelerator, or government agency.

Ship owners who sold a non-EU-flagged vessel for recycling during the reporting year only:

4.5 Conduct pre-award assurance of yard safety performance and Health, Safety, Security, Environment and Quality (HSSEQ) management systems, including worker welfare, adherence to labor laws, and protection of human rights

Level 5

5.1 ln accordance with the IHM formal plan created at level in criterion 2.3, develop an IHM Part 1 for at least 100% of the Participant's fleet. A RO should provide a Statement of Compliance to EU SRR IHM for each vessel and renew it every five years. This criterion is applicable for:

-All vessels that have non-EU flag and are not calling EU ports,

-vessels <500 GT, whichever is the flag.

Note:

 -The list of vessels listed above must be provided to the Verifier.

 -Additional class notations, with EU SRR minimum requirement, such as Green Passport EU (from BV), Recyclable (from DNV) might be used as objective evidence.

 -For vessels that already have HKC IHM, additional requirement of EU SRR could be managed with an IHM part I addenda.

5.2 Implement a policy upon sale in favour of safe and environmentally sound ship recycling, in line with criteria 3.6, 3.7, 4.5, and 5.5 and commit to promote the policy upon sale. No ship that has been sold will have been scrapped within 12 months of the sale (except in case of an accident).

5.3 For new construction: Implement an eco-design Policy to promote the development of environmentally sustainable ships. Prioritize less impactful materials and assist the shipyard to select bio-sourced, recycled, and recyclable materials to minimize environmental impact. This Policy should be part of the design/contract process. 

 

Ship owners who sold a non-EU-flagged vessel for recycling during the reporting year only:

 

5.4 Remove all hazardous materials not essential to the vessel's classification, certification, or operation as part of pre-cleaning procedures prior to departure for the recycling facility.

 

5.5 Hire a third-party auditor to undertake announced and unannounced visits to the recycling facility during the dismantling. The frequency to be agreed upon between the participant and the recycling facility. The "Audit During Recycling" (ADR) will be undertaken on-site involving the participant (or third-party auditor representing the participant) and the recycling facility senior management team. Each ADR report will be shared with the participant and recycling facility.
